Svého zástupce zde má i Česká republika, která se do "finálové" pětice pokouší probojovat s filmem Ondřeje Trojana Želary. Nominace na 76. ročník předávání Oscarů budou oznámeny 27. ledna 2004. Předávání se pak uskuteční 29. února v Kodak Theatre v Hollywoodu.
Film, který se uchází o prestižní ocenění, musí být poprvé promítán v zemi svého původu a to sedm po sobě jdoucích dní mezi 1. listopadem a 30. zářím 2003. Větší část dialogů pak musí být v jazyce dané země. Během historie udílení Oscarů se do klání o tuto filmovou cenu vrhlo 95 různých států.

Neanglicky mluvené filmy mohou vyhrát i cenu v hlavních kategoriích jako například italský snímek Život je krásný, který se stal nejlepším neanglicky mluveným filmem roku 1998 a zároveň vynesl pozlacenou sošku hlavnímu protagonistovi Robertu Benignimu. Úspěch slavil i originální námět. Vedle tohoto snímku se získat Oscara v dalších kategoriích podařilo dalším pěti filmům.
